This standard was developed in response to growing support throughout the United States for communities to engage in community risk reduction.

The International Association of Fire Chiefs' (IAFC) strategic planning platform recognizes the need for the fire service to embrace an integrated approach to the process, and the concept is part of the National Fire Academy curriculum. This second edition of NFPA 1730 is updated for ease of use and better correlation with other key documents for public safety, such as NFPA 921 and NFPA 1035.
